An empty Official Mail envelope

Context

The return address is the Bureau Of The Public Debt. The envelope has a plastic window for the receiver's information, but the envelope is empty. The stamp is a blue 'Official Mail USA E with the Unite States Great seal in the center. It is postmarked Washington DC MAR 2 1987 with FIRST DAY OF ISSUE between that and the stamp. The left side reads 'Official Business Penalty For Private Use $300'; below is a colored picture of a Philippine Eagle. Beneath the picture reads CONTAINS U. S. SAVING BOND.
