A class action lawsuit filed five years ago, involving the Youth Treatment Program of
St. Joseph State Hospital has been settled out of court.
The suit, filed . . . . on January 26, 1973, . . . . .was settled by decree in late December of 1978.
The suit alleged . . the juveniles . . . did not receive proper treatment. . . ., were denied certain constitutional rights, and . . the hospital environment was . . . too restrictive . . . The suit also pointed out lack of staff . . . as well as a physical plant in need of renovation.
During the five years the suit was pending, (all parties involved) worked diligently and cooperatively toward a settlement. As a result. . . , a half million dollars was appropriated . . for hiring additional staff. . . . . . . including a child psychiatrist, psychologists, social workers, teachers, nurses, activity aids, and psychiatric aides.
An appropriation of $1, 351,504 was made to completely alter and renovate the Youth Building . . . to provide additional privacy and a more adequate environment for the youth patients. The final judgement, . . . stipulates certain treatment and staffing criteria the hospital must continue to meet in order to comply with this judgement.
. . . . , "many positive changes have occurred in the operation of the Youth Center which have favorably altered the nature and character of the treatment program and the environment of the Youth Center. " . . . This renovation is scheduled to begin in the first quarter of 1979.Collection
