"The President of the United States of America
To all who shall see these presents, greeting:
Know Ye, that reposing special trust and confidence in the patriotism, fidelity, and abilities of James Wesley Lehr, I do appoint him Board Member, Local Board, No. 11, Missouri.
and do authorize and empower him to execute and fulfill the duties of that office and to do and perform all manner of things thereunto belonging according to the laws of the United States and the rules and regulations prescribed thereunder by the President or by his direction and to have and to hold the said office during the pleasure of the President.
Given under my hand at the City of Washington this 24th day of October, in the year of our Lord, one thousand nine hundred and sixty-three, and in the one hundred and eighty-eighth year of the Independence of of the United States.
