Dear Dr. McDonald:
The Citizen Ambassador Program of People to People International is selecting an international team of viticulturists and enologists to visit Portugal and Spain in April of 1993. The team members will examine various aspects of the grape and wine industry in technical exchanges with their professional counterparts in each country. I believe that your background and interests would contribute to the delegation and, as the appointed delegation leader, I invite you to join me in this project.
Our team will visit major vineyards, wineries, research stations, universities, and related government agencies for a comparison of the methods used and of the attitudes the grape and wine industry in Portugal and Spain. In addition to organized meetings and technical discussion sessions, we will have opportunities to talk informally with our colleagues in each area we visit and observe firsthand their techniques in grape-growing and winemaking.
We will also have the opportunity to view the fascinating culture and beauty of these two countries. Spouses are invited and are welcome to attend the social functions, as well as some of the professional meetings. A separate cultural program will be arranged for accompanying guests who do not wish to attend the professional sessions.
As indicated in the Proposed Schedule of Activities I have enclosed, our delegation will convene on April 17 and will return May 2, 1993. Following a briefing in New York City on April 17, we will visit Porto, Portugal; and Seville, . . . , . . ., . . . , and Madrid, Spain. Invitations have been tendered by the largest wine families in Spain for visits to their wineries and by the directors of research facilities to tour their operations. The trade organization of both countries . . . . Delegates may join the delegation in . . . . on Sunday, . . .and the cost will be adjusted.
The estimated expense per delegate or guest is U. S. $. . . (departing from and returning to New York); this includes all meetings and activities, transportation, accomodations, most meals and substantially all other costs. . . . . ,. Since the . . . Program is a voluntary citizen effort, delegates are responsible for their own expenses.
For U.S. citizens, participation in his program may be deductible as an ordinary and necessary business expense under Section 162 and 274 of the Internal Revenue Code of 1986, if participation is closely related to mone's business or occupation. Each participant is responsible for consulting a tax advisor. . . . A journal of professional activities will be maintained. . . . , it will be published and supplied to each delegate.
Reaching out to other countries in this manner is always an ambitious undertaking but also a worthwhile one. The informal exchange of ideas . . . will allow each of us to share . . . . with our colleagues . . .
I had a most enjoyable and informative experience as the leader of a People to People Viticulture and Enology Delegation to the Republic of South Africa in 1985. . . . . . . . .
The Citizen Ambassador Program, and activity of People to People International, is administering this exchange and arranging all meetings and site visits. . . . Because of the extensive planning and communication involved in this mission, I ask that you let . . . . know if you are interested in joining the delegation. She can be reached . . . My office telephone number . . . We look forward to hearing from you and to your participation in the delegation. . . . please reference VITICULTURE AND ENOLOGY DELEGATION.
I hope you can participate in this project, as I expect each of us will derive considerable personal satisfaction from this exciting adventure.
Sincerely,
Enclosures

I then called for Anne Brownlee, Project Coordinator, and got another secretary - who is to tell Mrs. Brownlee that I have declined the invitation."Lexicon
