Scope and Content

A copy of a letter, on onion skin paper, from Wilbur P. McDonald, M. D., to Lt. Governor William Phelps, Jefferson City, Missouri, dated February 15, 1977.

Context

Dear Lt. Governor Phelps: Please be my ombudsman, I need help in being reinstated to my rightful place in the pecking order of licensees for the production of wine in the State of Missouri. In 1961 I was granted the #2 license to produce wine in the State of Missouri. Mr Emil Wepprich of St. Charles, Missouri, I understood, had the #1 license. This situation pervailed until 1972 when I was bumped to #7, in 1973 my license was #16, in 1974 it was #8. After protesting vigorously, in 1975 I was reinstated to my #2 spot - and the reapplication form for 1976 states that I was reapplying for the #2 license, but when the license arrived I was back in the pack again with license #10. Please, is there some way that seniority could be recognized, so that I could continue to have the #2 license to produce wine in the State of Missouri? It was a pleasure to meet you December 18th is Springfield, Missouri for John Josendale's wedding. . . . . . This is experimental work that should have ben done by the University of Missouri, and the Agricultural Experimental Station. Enough of that. Enclosed are copies of some letters that you can read, or throw away, that pretty well sum up the situation. If there is anything you can do as my ombudsman to reinstate me as license #2 I would appreciate it. Sincerely, Encls.
