A Xerox copy of a letter from Wilbur P. McDonald, M. D. , to the Missouri Department of Revenue, Business Taxes Bureau, Jefferson City, Mo., dated April 12, 1988. It is on Dr. McDonald's letterhead with his home address.Context
Dear Sirs,
Each year on my license renewal application for "Domestic Wine/family use only," #13xxx., I am asked to furnish a $1000.00 Tax Bond. This I have been doing since 1961, when my Missouri State Liquor License was #2, in spite of a letter dated 20 October, 1961, from your department stating that there would be no tax liability. Yet the Department of Liquor Control has required me to furnish a Tax Bond each year. (Copies of letter and Bond enclosed).
On the sheet of RENEWAL APPLICATION PROCEDURES published by the Division of Liquor Control, amd sent to all licensees, there is no mention of a "Tax Bond" as being necessary for renewal of my state liquor license #13xxx.
As the original Tax Bond in 1961 only cost $10.00, I did not object,, but the price has escalated to $75.00, so now I am objecting.
Please, will your department get together with the Division of Liquor Control, and tell me why I have to furnish a $1000.00 Tax Bond each year, for license renewal, when there is no tax liability, no business name, and I am exempt from having a Missouri Tax I. D. Number.
Sincerely,
Enc.
(There is a large handwritten Post-it note attached to the bottom of the letter stating:
"(April 14, 1988)
Since you Domestic Wine license is for personal use only - a Bond will not be required.
