Context

Dear Sir: Is there any valid reason why I cannot maintain the #2 license to make domestic wine in the state of Missouri? My license renewal form plainly stated # 2, and now I have received my license it is #3. Demoted again in the pecking order. In 1961 I was granted the #2 license to produce wine. This I held until 1972 when I was demoted over my protests to #7, and to #16, in 1973, and #8 in 1974. In 1975 I was reinstated to #2, but slipped to #10 in 1976. With the help of Lt. Governor William Phelps I was again reinstated to my #2 spot in 1977, and now I have slipped again. This is a little matter, but it does mean something to me. It took three years of correspondence before obtaining my license in 1961. If Mr. Emil Wepprich of St. Charles, Missouri, had not had a license, I would not have been granted #2. So you see I would like to maintain the #2 spot. Granted there are difficulties with this change in personnel, administration, and the like, but I feel that consistency in this matter is not beyond reason. Sincerely, c.c.: Lt. Governor William Phelps
