Smith, Assistant Supervisor, of State of Missouri, Department of Revenue letterhead, dated October 20, 1961. It refers him to the Department of Liquor Control and includes a cc to that department. Lastly is a letter to Dr. McDonald from Hollis M. Ketchum, Supervisor, on Department of Liquor Control letterhead, dated October 24, 1961Context
Dear Sir:
It is my purpose to try to make domestic wine for family use at my home, #6 Country Club Place, R.R. #3, St. Joseph, Mo., from both native grapes and hybridized French grapes that I am growing on my premises.
As a member of the New York Fruit Testing Cooperative Association, I have planted some 20 odd varieties, a few of which have some into production. This wine is made on an experimental basis for home consumption only.
As there will be no sale of wine produced by me, I will incur no liability for remitting Sales Tax. However, I find that it is necessary for me to have, in lieu of a sales tax license, a letter from you stating that such license is not necessary in order that I may apply for proper license to permit manufacture of wine for domestic use.
Thank you in advance for the letter to accomplish this purpose.
Sincerely,

Dear Mr. McDonald:
Your letter of October 13 is acknowledged in which you state that you expect to manufacture domestic wine for family use from grapes grown on your premises, and since you do not indicate that there will be any retail sales involved, there would be no sales tax liability.
Since this office has no jurisdiction regarding a license to manufacture this item, we are forwarding your letter to the Department of Liquor Control in Jefferson City - - which department will advise you as to any additional requirements necessary.
Very truly yours,
cc Department of Liquor Control
