Context

Dear Mr. Brown: It was a pleasure to chat with you over the telephone, and to be straightened out on the new Liquor Control Regulations for the making of domestic wine. Thank you for a copy of the new Regulation No. 11 and Opinion No. 47 of the Attorney General. In 1965, I planted a vineyard of sorts, using French hybrid grapes, . . . , and tried to obtain a sufficient quantity to make a five gallon varietal batch of wine. Each year as I obtained my Federal Permit, they . . .(informed) me I was in violation of State Statues. Inquiry was made. . . . , and I was informed that there was no provision in the Intoxicating Liquor Law which permitted me to make wine for my family use, . . After several years of consultation with my lawyers,. . Mr Williamson, . . . and Mr. Ketchum . . . ., and by pointing out . . . that Mr Emil Wepprich . . . had a permit . . . to make wine, I was then granted a permit, . . . I thought I was the second wine producer in Missouri to be licensed. . . For the first few years there were two bonds required, . . . In 1967 I was informed that the 74th General Assembly repealed that section of the State Liquor Law, so that the Compliance Bond was no longer necessary, thus I was rather surprised at the lengthy reapplication forms which I received this year, along with the request for a bond, and the request for a 30¢ tax on the liquor produced. . . . . Since . . . . Mr. Wepprich no longer is in the "Domestic Wine Manufacturing for Home Use" classification, would it be reasonable to ask that in the future I would have the number one license in this category? . . . . Enclosed is a copy of my application to produce wine, . . . . Also enclosed is payment of taxes at the rate of 30¢ per gallon. When you or Mr. Goodwin are in North West Missouri please stop and see my "winery" Sincerely, encl.
