"Beloved Eminent Sir Knight William F. Neil, of Northwestern Commandery, No. 6, I do hereby nominate, constitute, and appoint our said Eminent Sir William F. Neil, District Deputy Grand Commander for the Third District of our jurisdiction. Said District includes the following named Commanderies: Northwestern No. 6 and all other Commanderies that may be created in said District, during the life of this Commission and he is hereby authorized...all the duties, powers and perogatives thereof agreeable to the Laws of the United Grand Commandery and the usages and customs of Masonic Knighthood.
