Jesse Welch's 98th Birthday, 1889 Welch was born into slavery in 1791. He came to Missouri with his master and settled near Boonville. He was liberated in the Civil War and came to Oregon, MO with a Civil War officer to settle. This article in the Holt County Sentinel.
