St. Joseph, Nov. 22, 1883
Dear Frank;
In regard to the Oklahoma business mess, Donovan and others are waiting until John (?) returns and decides or advises what to do; I have tried to prevent all actions as the whole Oklahoma country is now ? ? ? by cattlemen, and I though possibly the getting of a lease might interfere with the peace of the country, but this idea that if they can lease it, the will sublease it to others ? in occupancy at a reasonable price and not give any just cause for trouble; Any lot ? me that they would be ? to have me join them, but if I did not wish to do so, they would ? cuts the scheme without me, the are determined to try for it. I then of course gave in and preferred to join if I was bound to go on rather than be left out.
? can determine what should be done if you think delay is best and that it is close to the meeting of Congress for the Sec. to take any action and that your friends whom you wish to assist with their influence think they would not have time being engaged in the competition for speakership ? and that it would not be judicious to move in the ? now giving some such plausible reasons then I think they would hold back but they are apparently rather urgent to try to get the ? before this meeting of Congress and will want to know pretty soon just what courses John (?) will advise to pursue and it may be better to ? the ? to let it go on, if the proper directions(?) and influences can be used. It will not be necessary to state that the country is already occupied with ? such questions should be asked, but the valuable doin will be that the cattle men will keep out the Payne raiders who wish to take possession for agricultural purposes and in that may save the government a vast outlay of money.
Yours truly,
