This certificate names Briscoe to the Commission for the World's Fair to be held in New York City in 1964 and 1965. It is signed by Governor J. Millard Tawes and Secreatry of State Lloyd L. Simpkins on June 5, 1963. There is a "gold" foil seal and black and yellow ribbons in the lower left corner. The Commission was to put together the Maryland Pavilion and its exhibits at the fair.
