James Thomas 1817 Ch. 109 Vacancies filled 11 August 1832 to wit: Peter Gough George Combs James Jarboe William Thomas of Leonard Town John T. Hawkins William Thomas Patuxent The first entry is for January 28, 1818, at which time the group elected John R. Plater as chair, John Leigh treasurer, and Enoch J. Millard the secretary. The Commissioners only met twice a year, some years only once, at least as recorded in this book. The Commissioners decided to ask local schoolmasters to submit names of poor children by the second Tuesday in March. On March 30, 1818, the Commissioners listed at least 16 schoolmasters and their pupils, with a total of 132 students. The school masters were notified of their pupil loads and directed to teach the children from April 1 to the end of the year at the rate of $8 per annum payable at the end of the year. The secretary was paid $30 for his services for 1818. There is a list of all the teachers and their pay for the 1818 school year. $28 was also paid to Charlotte Hall School to support a single boy. The text of a report to the General Assembly is included stating that 140 indigent children were educated for nine months. In 1819, John Sothoron was elected chair. 17 schoolmasters submitted lists of pupils for 142 children. One young man, Stephen Keech, was to go to Charlotte Hall. The terms of employment remained the same. The form of the affidavit to be made by respected persons in the district that school was kept is included; then the teacher could be paid. In 1820, Mr. Millard continued to be secretary and was again paid $30. There were 19 teachers and 172 pupils in the initial list, but in the year end accounting, there 130 children taught by 13 teachers at a cost of $618. In 1821, 16 teachers turned in lists of pupils totaling 116 potential students. In the final accounting, 120 children were educated by 14 teachers at a cost of $557. In 1822, 17 teachers submitted names of 143 potential students. The Commissioners submitted a report to the General Assembly covering years 1818-1822. In the final accounting for the year, 150 students were taught by 16 teachers at a cost of $645. In 1823, the Commissioners decided to pay 5c per pupil per day, but the teacher had to maintain a daily register and turn it in with his request for payment. A sample form for this information was included. For 1823, 19 teachers were paid $836, but the number of children taught is not listed. In 1824, 18 teachers were paid $544 to teach 156 children. This sheet, p. 56, shows that many teachers had to give all their paycheck to someone else to pay debts incurred during the year. The rate of pay for the teachers continued for several years. Women teachers appeared on the list in 1825. The report to the General Assembly in 1826 notes a substantial increase in students in 1825 and explained about the daily pay rate/register submitted scheme. In 1826, there were 199 students taught by 20 teachers at a cost of $672. In 1827, there was uneasiness about whether the legislature would provide money for the 1828 school year, but classes were held, after all. In 1829, there were 112 pupils taught by 14 teachers at a cost of $455, but in 1830, the population ballooned to 237 taught by 23 teachers which cost $848. In 1835, Mr. Millard died and his job was assumed by Henry Martin, but Mr. Martin was removed the next year. In 1835, there were 178 students. Dr. Benjamin Harris was the treasurer and kept the book in 1837. George Combs assumed the secretarial duties in 1838. In 1839, the Commissioners decided to put the residual school money at interest and took a mortgage on the Indian Town Estate of H. G. S. Key. Nowhere in the book do the Commissioners ever discuss what the children should learn or what standards teachers should meet, but this book may only be financial records, with other records in another book.
