The standard contract form for Building and Equipment was used as a basis for the arrangement between B. F. Smith Fire Proof Construction Company of Washington, D.C. and the Saint Mary's County Board of Commissioners to build a new Courthouse. It appears that the parties were working on the document in December 1900, but the final date was January 15, 1901. The company was to provide a county courthouse with fireproof record rooms and furnishings. There are references to plans (M-1900) and specifications that are not with this document. The plans, etc. were to be maintained in the office of the Clerk of the Board. The building was to be delivered by September 1, 1901. The work was to be done for $11,350. The Board reserved the right to pay in cash or scrip, but had to pay in full by March 1, 1902. The contractor had to post a bond. The contract was signed by John J. Billingsley, Daniel S. Bowles, and John G. H. Lilburn for the County Commissioners. Then came four handwritten pages of additions to the original specifications, called Exhibit 6 of plan M-1900. For an additional $8,150, fifteen modifications were made. Whenever one of the changes was completed, someone whose name is illegible signed in red and Mr. Billingsley signed in black.Collection
