There was a federal bank holiday in March, but Maryland had closed its banks in February. They re-opened gradually, but when the President put out his Executive Order, the bank regulators in the states passed the requirements on to their banks. This license quoted the Executive Order and was sent by the Maryland Bank Commissioner. No bank could pay out any gold or gold certificates and had to keep close track of any foreign transactions. County Trust Company of Maryland in Leonardtown was permitted to open August 21, 1933. It had been open before that, but now it was open under the new rules.Collection
