This is an 11"h x 8 1/2"w preprinted form with elaborate "engraving" much like a stock certificate. It carries the symbol for International Women's Year. The certificate was presented to Mrs. Gough "in appreciation for her outstanding service and for her exceptional qualities of leadership," etc. etc. The text was not specific to Mrs. Gough. It was presented by the St. Mary's County Committee for International Women's Year.
