5"h x 7"w black and white photo of the celebration of the 40th anniversary of the United States Navy's use of Blackistone Island as part of the Dahlgren Proving Ground. The photographer was at some distance from the crowd of about 70 people. The grass was mowed around the fenced area [on the left edge of the photo] for the big concrete cross. The speakers for the occasion, three civilians and one naval officer, were standing in a group facing away from the camera. Off in the distance was the Virginia shore of the Potomac River.
