Description

16 1/8"h x 11"w x 1 1/2"d brown leather bound ledger with maroon and gold accents and green, maroon, gold, and cream faux marbling on the inside covers and fly leaves with a heavy maroon buckram spine support. The spine has four ridges and five panels. There is no title for the book, but the middle panel has "1917-1927" handwritten in white, the next panel would have had said "St. Mary's County Board of Education", but it is mostly worn away, and the bottom panel has no text. Cover page 2 has a pink label in the center of the space advising the user that the book was No. 17642 if it had to be replaced. There were two blank pages and then the ruled numbered pages began, labeled Receipts. There were nine such pages, with information quite legible, but very few lines were wasted. The reader must pay close attention. These pages covered 1917-1927. Pages 10-12 were blank. After this, the pages were in pairs to be folio 14, 15, etc. The left sheet was labeled Disbursements and the right sheet was labeled Character of Expenditures. Under Disbursements was Date, Check No., Amount, To Whom Paid, For What, School No., and District No. Under the Character of Expenditures header were columns for General Control, Instructional Services, Operation of School Plant, Maintenance of School Plant, Auxiliary Agencies, Fixed Charges, Debt Service, and Capital Outlay. The folios had information entered through 125, after which the sheets were blank through 164, the end of the book. Cover P. 3 was the marbled paper. Beginning in 1918, there was a manual training fund for the African-American students of $375 per quarter. Disbursements were made to the Colored Industrial School. On p. 4 and p. 8 are examples of the income from tongers' licenses which seemed to have been for the use of the colored schools. Folios 14 and 15 show general expenditures for white schools, including teachers' salaries in the aggregate, seldom by name. Folio 16 is the same type of thing for the colored schools. It continues in this fashion throughout the book, with specific folios for the text book fund, school supplies, and the Colored Industrial School. Some teachers received a stipend for summer school, but whether that was for them to attend or to teach is not clear.
