Teachers were certified by School Commissioners until 1867, after which the County Examiner performed that function. Teachers were tested for competency and issued a first or second grade certificate which influenced pay and teaching assignments. Most certificates were good for three years, but shorter times were not uncommon, especially for teachers who had done poorly on the test. Most of the books in this group are a sort of receipt book for the certificates.Collection
