5) Establishment of wildlife refuge along east side of Lagoon to be managed by an agency capable of policing and maintaining the area in appropriate manner;
6) Consideration of establishing publicly-owned revenue generating enterprises (natural history education/research center, mariculture, etc) to support proposed measures;
7) Factor earthquake potential into design;
8) Study local ability to provide tourist accommodations;
9) Study feasibility of waterfront park/boat launching ramp on Pine Gulch Creek and Grinter's Pond;
10) Eliminate sewage outfall at channel mouth immediately and utilize holding tanks while constructing an outfall system;
11) Review all plans through use of computer modeling system provided by Dr. Hugo Fischer.
