Need for a sewage system as present septic systems inadequate and water pollution restricting recreation. Proposal for a Stinson Beach-County Water District with the possible formation of a joint sewage facility with Bolinas. Funding issues, threats of cease & desist orders from Regional Water Pollution Control Board, and general controversy and legal issues create setbacks. Vote to form SB County Water District held on November 6, 1962
