Award presented to Phebe Sutliff in recognition of her contribution to the Warren Urban League. It reads, "The Warren Urban League Certificate of Merit is hereby awarded to Miss Phebe T. Sutliff In recognition and appreciation for outstanding service to the citizens and community of Warren, Ohio by THE WARREN URBAN LEAGUE, devoted to securing equality of opportunity for Negroes and other minority groups...through the intramentality of interracial cooperation."
