"I believe the scene is actually of the Duke Ellington Bridge (formerly known as the Calvert Street Bridge) as seen looking east from the Taft Bridge (formerly known as the Connecticut Avenue Bridge). I live at Calvert and Connecticut and cross the bridges with some regularity. The foot bridge over the creek connects to the National Park Service stables and Beach Drive is to the left. On the upper left of the painting, you can see cars entering a tunnel under the Ellington Bridge.
