These unusual scissors are probably a variation on specialised knot unfastening scissors of the type used in post offices for undoing the string that tied mail bags together. The cut away portion at the ends of the blades is designed to hook under and manipulate the string without cutting it, while the upper portions of the blades are usually sharpened to provide the user with a pair of scissors as an additional tool.
A similar design was patented in England in 1922 by William Webster Watts.
