A pair of universal multi tool scissors. There is no shoulder transition, cross section is cs4, and the point is asymmetrical (the two blades are also different lengths). The pivot allows the two halves of the scissors to be easily separated and put back together. The image in the Stanhope lens is in the format of a postcard of Bude, and says "Made In France".
An advert for a pair sold by Wm. C. Hocking & Co., of Chicago, appears to show an almost identical pair, and lists the different functions as follows:
