A pair of silver handled American sewing scissors made by Foster & Bailey in Providence, Rhode Island. The pivot point is a screw, and the point type is pointed. Full description taken from eBay auction page: "These little antique sterling silver handled scissors have embossed scrolls on the shanks and bows. They are not marked but test solid sterling silver. The blades are marked "F & B" on one side and "Germany"on the other. They were made by Foster & Bailey of Providence, RI. American silver manufacturers in this era bought their blades from Germany."
