Based on the helmets, it appears that the trail crew at part of the Youth Civilian Conservation Corps (CCC). Henry Jackson, a Senator from Washington, proposed creating a Youth CCC program to provide the baby boom generation with the marketable skills and impactful experiences. He introduced Senate Bill 1076 in 1969 for this purpose, which President Richard Nixon signed into law in August of 1970. This program provided summer employment for youths between 15 and 18 developing and maintaining outdoor infrastructure in U.S. parklands.
