Henry Jackson, a Senator from Washington, proposed creating a Youth Civilian Conservation Corps (CCC) program to provide the baby boom generation with the marketable skills and impactful experiences. He introduced Senate Bill 1076 in 1969 for this purpose, which President Richard Nixon signed into law in August of 1970. This program provided summer employment for youths between 15 and 18 developing and maintaining outdoor infrastructure in U.S. parklands.
