Cathy May stands to the left of Smokey. The U.S. Forest Service envisioned Smokey The Bear as the mascot for their Cooperative Forest Fire Prevention Program in 1942. Artist Harry Rossoll developed the concept of Smokey The Bear that same year. In 1944, artist Albert Staehle completed the first poster depicting Smokey putting out a campfire.
