Charles Sweeney filled for nearly a quarter of a century a noteworthy place in the commercial and political history of Galveston. At about the age of fifteen, he went to sea and followed the life of a sailor some years, until 1856, when he settled at Galveston and founded Sweeney & Company Stevedores. In 1885, Sweeney was appointed Collector of the port of Galveston. This cover was written from Sweeney shortly after this appointment.
The recipient, William Crain, was one year into his first term as a Democrat from the Seventh District to the Forty-ninth United States Congress.
