According to Bill Alexander, museum volunteer and military history consultant, "The image appears to be a labour / pioneer unit. (eg l construction). If I understand the note on the back of the image, these may be Dutch Nazis. (Dutch who had Nazi ideals and joined the Dutch Nazi forces.)"
