The men are wearing white shirts (two with ties), dark pants, and high top canvas shoes. The trees behind them are fully leafed, suggesting summertime. The men are members of the Chicago Staff Band and the location is the Fresh Air Camp in Glen Ellyn, c.1917 when the Chicago Staff Band attended a picnic.
