The memo was sent to Captain Merle Heatwole with Captain Jeanette Larson eventually to be forwarded the memo. The subject of the memo was the Black Arrow listings of all active and inactive Black Arrow members with their addresses and corps. The memo was sent on March 15th, 1994.
