The men wear military dress and are possibley on a bridge, with an iron fence (waist-height) behind them. This is likely the same group of men and location as photograph 2018.18.182. If so, then they are at the ruins of Verdun in France. Verdun is a city in northeastern France. It was the site of WWI's longest lasting battles, referred to as the Battle of Verdun, which took place in 1916.
