The boat is rowed by Colonel John Andrews, the divisional commander of what was then known as Central Illinois Division (commanded the division from 1923-1930). Another male Salvation Army officer is seated at the front of the boat, facing Andrews, and a female officer is seated behind him, facing Andrews' back. Floodwaters stretch up to the porch of the house in the foreground and away toward a group of houses in the background.
