This is a classic mid-century Japanese tripod, likely sold as an accessory for the rangefinder and SLR cameras that flooded the market in the post-war era. Arco Co. Ltd. was a well-known manufacturer of photographic accessories in Japan during this time. The tripod features a pan-and-tilt head with a long handle (seen in image DSC_0000-1725) for smooth movement. The base of the head (image DSC_0000-1724) features a degree scale for precise panoramic rotations. It uses a standard 1/4" tripod screw, making it compatible with almost every camera we have logged today.
