"Pennsylvania RR out of commission between Niles and Alliance so I had to put off my trip to Shreve a week. Flood hit Warren pretty hard. Water was 4 ft 2 inches higher than ever known before. St. cars got running again this A.M. after 5 days tie - up. No electric lights yet, or city water fit to drink. A. C. G."
