Minnie Galley was 16 in 1880. It is hard to see the silhouette as she is sitting down. The dress has some features popular in the first bustle era such as a higher waist and a rounder, softer silhouette but there are examples of second era dresses that have these features, particularly summer wear. Based on her age, it is most likely this picture was taken in 1880s
