The image consists of a cow standing in a field near a lone tree (traditionally an evergreen but in this case more visually similar to a maple) and several sheaves of wheat. Red-and-green trees are in the background as well as rocky-looking mountains. The words, "FREEDOM AND UNITY" run across the top of the image.

This design was used for the Vermont State flag from 1837 until 1923.
