Original hand-drawn political cartoon. The cartoon shows four people standing outside a building labeled "PAVILION BUILD[ING]" in a pile of papers while more papers as more papers fall from the sky. The dialogue of the people explains that the governor is throwing away old papers, which some people think should be saved for history and others think is boring or irrelevant. There are two additional people smoking near the building's door. Some of the linework has been "erased" with white correction fluid.
