Context

Patricia Hejny was the Vermont Grassroots Party's gubernatorial candidate in 2002 and 2004. The winner in those two races was Republican Jim Douglas. The Vermont Grassroots Party was formed in 1994. Hejny advocated allowing farmers to grow hemp arguing it would safely replace throw-away plastic bags and cups.
