Certificate honoring James McDonough for his promotion of sales of United States Victory Liberty Loan notes. Presented by the War Loan Committee of the ninth Federal Reserve District. Joseph McDonogh died in 1936 and was the brother of donor's mother, Margaret McDonough Hawkins. Note on accession form: "James McDonough lived with us on the home farm one mile north and two and half miles east of Waldorf, Wilton Township. James lived there all his life."
