#OTD: On March 22, 2004 Governor Gary Locke (1997-2005) and Grand Master John D. McNab (2003-2004) signed this mockup of the newly created Masonic license plate. In the Department of Licensing, it is referred to as the "Helping Kids Speak" license plate.
That year, the Washington State Legislature passed RW 46.04.196, which states: "Helping Kids Speak license plates" means license plates that display a symbol of an organization that supports programs that provide free diagnostic and therapeutic services to children who have a severe delay in language or speech development.
The "Helping Kids Speak" license plate was the first license plate in Washington State to display the symbols of a particular organization. A portion of the proceeds is donated to Early Life Speech & Language (an organization founded by Scottish Rite), to support their early intervention speech therapy efforts.
