Dear Jaycettes:
Do you realize in three weeks we'll all be meeting at Marshfield? Sounds like a great day and hope every President and State Director are full of encouragement to your chapter to attend. More information is contained herein.
Also in this newsletter is an evaluation of the President-Elect system of the Wisconsin Jaycettes. This will be discussed at our regional meeting and please ask questions. It is very, very important that you weigh all facts, take them back to your chapter for discussion and vote on it at Mid-Year. If, on my visitations, you have any questions or want more explanation on this, don't hesitate to ask. YOU make up the Wisconsin Jaycettes and YOU vote on the governing and policies of this organization so please review this thoroughly.
I will be calling all of my chapters before the regional meeting - between the Friday and Sunday before the 12th to encourage all of you to attend the regional. You're all so enthusiastic anyway --- but I'll still call - maybe even to chat.
I'm just having a great time on my visitations. September 11 I went to Berlin to an orientation tea and initiated SEVEN NEW MEMBERS (their goal is 25 by November 30th and they already have 24). A really enjoyable evening. September 16th I was in Stevens Point on a visitation and again enjoyed meeting all the gals. It's amazing what a group of 17 can do.
Since my last newsletter I have attended the Brainstorming Session at Appleton (Region 4), Accompanied Sue to Wausau and Rhinelander to Region 6 Brainstorming, held Membership Planning Session and local chapter coffee in my home, attended local board meeting where I was appointed their mental health and retardation chairman, accompanied Ron and several couples to CD Seminar in Wausau, attended local Assn. for Retarded Children meeting, Berlin visitation, hosted Youth Assn. for Retarded Children meeting in my home, attended local social and square danced and I'm still stiff, Visited Stevens Point and last night attended local Jaycette meeting. A busy schedule but a very, very enjoyable one. My activities for the rest of September are - 24 Oshkosh meeting, 26 Ripon extension, 28 Region 1 meeting, local board meeting October 2, 5 Region 2 meeting, 8 Mayville orientation, 9 Columbus,12 Regional meeting, Marshfield; 15 Fond du Lac, 16 local chapter meeting, 19 Region 3, 21 visitation to Wautoma.

WINNEBAGO STATE HOSPITAL TOUR - November 2nd at 1:30 p.m. The tour will take approx. two hours. Mr. O'Reilly, the Volunteer Coordinator, will put on a presentation to explain some of the kinds of therapy available to the patients, after which we will be shown the facilities of the hospital. All reservations should be in NO LATER THAN OCTOBER 29TH. In my next newsletter, I'll have directions and a reservation form.
Please note in double mailing that Oshkosh is selling the "Key To Friendship", an excellent Big Sister project to start. Hopefully, they'll bring a key along to the regional and possibly make a few sales.

PRESIDENT'S COUNCIL MEETING - For all President's, State Directors and one delegate. We will make a recommendation to the Corporation on the Regional Policy Sheet regarding FROM or FOR on elections of State Vice Presidents. If you have any questions etc., this is the place to bring them up.
DISPLAYS - We will have various displays - Spoke, Spark Plug, Membership & Speak-Up. Material and ideas will be available and Jaycettes able to answer any questions you might have.
FOR SALE ITEMS - If your chapter sells certain articles, bring a supply along as we'll have a table for this purpose.
COPY OF HANDBOOK - Each chapter is asked to bring a copy of the handbook they give to each member. This will be for display only and pick it up before you leave.

Activities should be from the last regional March 30th up to the present. You will be asked to give a one minute report on your activities in MEMBERSHIP, JAYCEE ASSISTANCE, MONEY MAKER AND WELFARE.
NEW MEMBERS willbe recognized at the Corporation Meeting as well as new chapters.
CHAPTERS will vote on A-OK - changing the classification (20 and under) and (over 20,) and what type of an award should be given (certificate or traveling trophies); Revised Policy Sheet and Marshfield's Proposal.
BASIC 12 CHART will be on display and chapters are asked to fill in the necessary information, if you have budgets, revised constitution etc.
DELEGATES - Each chapter is allowed three delegates. They should be the President, State Director and one member.

PENNY AN INCH - Remember - we will be measuring our waists for Project Concern -Hopefully everyone will compare measurements and decide to donate $ .50 or $1.00.
BRING - Your last double mailing, policy sheet (given you at Brainstorming), this newsletter, 85 project reports, tape measure and other items previously mentioned.
MEMBERSHIP CHAIRMAN OR PRESIDENT (if membership chairman does not attend) -Under old business, we will ask you to state your membership of June 1st, what your goal is for November 30th and how many new members you have obtained.
DUES - Remember state dues of $1.50 per member must be sent in by October 1st with Treasurer's name. It is also suggested to send in an additional dollar for the State President's gift. All information is contained in the latest double mailing.
QUESTIONNAIRES - Remember to send in questionnaires from the double mailing -names of specific local chairmen, membership questionnare, PR questionnaire etc.
HAVE YOU MOVED? All address changes or changes in President's or State Director's should be sent to Pat Church, State Secretary. This will enable you to receive all copies of double mailings and other materials sent from state.
C.A.R.O.L AWARD CHAIRMEN - I have not received their names from all my chapters. Please do so on the next A-OK form DUE OCTOBER 5TH.
BUDGETS & PLAN OF ACTIONS - Let's make ALL chapters in Region 5 operate smoothly and under good management by setting up a budget and plan of action. See President's Handbook and previous newsletters. This has been stressed and I urge all chapters, if the have not done so, to do this immediately. You'll find your goals will be reached and a direction to follow by planning ahead. Also, Please send me a copy of your budget and plan of action.
EXTENSIONS - I will be accompanying the Waupun Jaycettes to an extension meeting in Ripon September 26th. We met with Marge Noss, wife of the Jaycee President, and what enthusiasm and eagerness. Keep your eye on this extension. How about that - IT ALSO COUNTS IN OUR MEMBERSHIP DRIVE? Sorry about that Region 4!
October 8th I'll be accompanying Larry & Sue Zemlo to a Jaycee and wives orientation in Mayville and will be speaking on Jaycettes. Beaver Dam has expressed an interest in extending Mayville so keep your eyes on this one also.
MEMBERSHIP PLANNING SESSION - held the end of August. Jaycettes from Randolph, Waupun and Beaver Dam spent the afternoon brainstorming on membership ideas, Spoke & Spark Plug and internal programs. Ideas were exchanged and an enjoyable afternoon.
MEMBERSHIP CORRECTION - An error in the amount of Jaycees for Fond du Lac -should be 69, not 107. If your goals are not agreeable or amount of Jaycees as listed in the double mailing, contact Judy Simonis. These are the goals she has set for you for the year.

CORRECTION - I'm wondering if no one reads my newsletter. In my August edition, I repeatedly stated the end of the membership drive to be Noyember 31st. Last time I checked my calendar there were only 30 days in November!

UNITED JAYCETTE FUND - As I last heard the fund had about $125.00. HELP - please donate. If you have not allowed a donation in your budget, approve a donation before Mid-Year. Let's have every chapter in Region 5 100%.
GOLDEN KEY AWARD - Did you notice a chapter will not be eligible for this Award if they have not sent in the membership questionnaire in the double mailing? MEMBERSHIP CHAIRMAN have you sent it in? Also send slides to Judy Simonis.
STATE DIRECTORS - PLEASE make a report at each meeting. With the vast amount of material in the double mailing and monthly newsletters, YOUR chapter should be informed. Also motivate your chapters NOW on regional, Mid-Year, Annual and National Conventions.
If your report seems long, save some of the information for the next meeting and ONLY state the important information and pass along information to the respective chairman.

MID-YEAR CONVENTION - Remember gifts for The Ranch. The Wauwatosa Jaycees and Jaycettes do a great deal of work for these kids at The Ranch. Let's show our assistance also.
PRESIDENT-ELECT EVALUATION
Many ideas have been presented as to whether we should continue the President-Elect system, and reasons for consideration to change it to electing a President, an internal and an external executive vice president, like the Jaycees. The committee appointed at Summer Planning Session has studied the system from all view-points. Rather than recommend one course or the other, we offer the following list of points on both sides and the suggested alternative to the present system. We hope that each Jaycette will read these carefully and then decide which course is in the best interests of the Wisconsin Jaycettes, each local chapter and the individual members.
PROPOSED CONSTITUTIONAL CHANGES: (These are in addition to the changes printed in the double mailing)
ARTICLE IV, Officers
1. Delete President-Elect, and all references herein contained within this constitution, by-law, and policy sheet, substituting President for President-Elect in the case of elections, and election rules.
2. Add Internal Executive Vice President and External Executive Vice President: their duties to be listed in by-laws under officers, and they shall be included with Secretary and Treasurer in by-law and policy under elections and campaign rules.
History of President-Elect system: The President-Elect system was instituted in 1958 because in that year a president had to serve two terms because there was no-one desirous of the office, so in order to insure that there would be a president to take over each year, she was elected a year in advance. At the present time, Wisconsin is the only auxiliary to have a President = Elect system.
REASONS CITED FOR MAINTAINING THE PRESIDENT-ELECT SYSTEM, AND ADVANTAGES OF SAME:
1. A "grooming period" to ready her for the job of President and an opportunity to closely watch the President in action.
2. A "preparation period" for the ideas and programs which she would present and carry out in her year as President.
3. A "preparation period" for her family in terms of the demands that will be put on her time and attention.
4. We have had many successful years under the system.
5. A built-in replacement in case something should happen to the President.
6. A knowledge of the problems and situations of the President's year through receiving the mailings and in discussions with the President.
7. A further chance to know those who will serve on her Executive Board, by the fact that she chooses these chairmen.
REASONS CITED FOR ELIMINATION OF THE PRESIDENT-ELECT OFFICE
1. Because of the turnover in Jaycette membership (those dropping and new members joining) the President-Elect when serving as President has been elected by only one-half of the Jaycettes she serves. This means one-half of the girls have not been able to choose their State President.
2. A three year committment, as President-Elect, President, and past President limits those who can run for the office of Jaycette President. (In some cases the husband will be over the age limit before she can fulfill her term.) (In other cases this three-year committment is too demanding on the family of the Jaycette involved.)
3. The year of President-Elect provides little concrete leadership training, as its duties and responsibilities as constitutionally defined are quite limited.
4. This year of relative inactivity and sitting back as an understudy to the President can cause a loss in motivation and enthusiasm.
5. This year of experience serving as President-Elect is not necessary in molding a good President: and a President can have an outstanding year without the assistance of a President-Elect, as has been shown during the past two years.
6. A year on the Board in another position would provide a more challenging opportunity for learning and broader experience.
7. Closer ties with the locals could be maintained if there were not this year of relative inactivity. The girl running for President who had been serving in another capacity would have been working more directly with the locals.
8. If there were no President-Elect system, the girl running for President would be able to run on a platform and have the opportunity to put these ideas into effect immediately.
9. The possibility of personality conflicts between the President and President-Elect could make this position of "learning from the President" one of little value if there were poor communication due to one or the other being jealous, over zealous, or incompatible.
10. There would be a much easier transfer of allegiance and loyalty to the new President if the transition immediately followed the election.
11. The state board has reached its maximum size for the members it serves. Eliminating the year in office of this position might help to control this very large board.
12. Throughout her years as an active Jaycette, the candidate is preparing her family and preparing her ideas and programs she would like to see implemented as President; by serving on the Executive Board she is aware of the problems, situations, and activities of the President. If she does not feel she is ready to be President, she should not feel ready to run for President-Elect, as there is nothing to assure her that she will be more ready for the office in a year spent in relative inactivity.
13. The Jaycees do not have their President "prepare for a year," and he has not only the position of being President but also a job and family responsibility.
DUTIES, INTERNAL EXECUTIVE VICE PRESIDENT
1. In absence of President, she would preside at business meetings of Wisconsin Jaycettes.
2. If President is unable to complete her term, she would assume Presidency.
3. She works with hostess chapter in setting up state meetings.
4. She advises state vice presidents, with state President being copies on all correspondence and reports.
5. She serves as Extension Chairman.
6. She can fill in speaking engagements for State President, if necessary.
DUTIES, EXTERNAL EXECUTIVE VICE PRESIDENT
1. She advises all state chairmen, with copies of all correspondence and reports going to State President.
2. She compiles Annual Report of Wisconsin Jaycettes with aid of President and Mimeo Chairman.
3. She handles Public Relations for the Wisconsin Jaycettes.
4. She appoints and works with regional P.R. Chairmen and scrapbook chairman.
5. With State President and State Chairmen, she meets with such agencies as Wisconsin Assn. of Mental Health, Wis. Assn. for Retarded Children, Easter Seal Society, etc. to discuss mutual objectives in the beginning of the year.
ADDITIONAL ADVANTAGES OF THIS SYSTEM:
1. Built-in replacement if something should happen to President. Therefore the organization is protected.
2. Qualified Jaycettes will not be deterred from seeking the Presidency because of excess travel.
3. As we grow and added needed chairmen, and additional State V.P.'s, the Executive Vice Presidents will take some of the work-load off the State President, yet the State President will remain knowledgable about all aspects of the organization.
4. This system offers leadership training in action to two girls, rather than a year of watching "from the sidelines."
5. Has successfully worked in both Minnesota and Michigan, states with auxiliaries of 3000 members, and is working very successfully for our Jaycees.
6. Decreases size of state board by replacing two chairmanships and one office with two elected offices.
SPRING REGIONAL MEETING
REGION 5
PRESIDENT'S COUNCIL
March 30, 1968
The President's Council was called to order by Region 5 VP Mauna Woodliff. Roll call showed all chapters were represented except Shawano and Clintonville. Marshfield will be bidding for the fall regional and Randolph for the Spring regional. Announcements concerning the Double Mailing, regional newsletters, and state convention were made. Voting for the election of State VP's was explained as in accordance with regional policy sheet: there will be three votes per chapter, no proxies. Tellers for the elections will be State Program Chairman Yvonne Wenzel, Barb Murton from Berlin and a delegate from the Wautoma chapter. Motion to adjourn was made by Portage, seconded by Marshfield. Carried.
BUSINESS MEETING
The meeting was called to order by Sue Grow, Region 5 VP. The Jaycette Creed was recited. Waupun and Marshfield were added to the agenda under Good of the Order. Randolph moved to approve the agenda. Oshkosh seconded. Carried. Len Hoeppner, Waupun Jaycee president, and Sylvia Hoeppner, Waupun Jaycette President, welcomed the visiting chapters.
Roll call was taken, with the following in attendance (percentage of membership):

STATE PRESIDENT, BARB HILL reported
1. Jaycettes now have a membership of 2500.
2. Viet Nam Dr. in paperback is available for $ .75.
3. West Bend is selling Patch the Pony puppets for $1.50.

President Barb then spoke of some of the problems in our society and challenged the Jaycettes to help erase some of these problems.
Campaign speeches were then given by or for the following girls running for the following offices: Mary Ann Wartinbee and Sue Grow, State President; Judy Simonis, State President-Elect; Pat Church and Marge Belanger, State Secretary; Audrey Sarver
and Marlene Sund, State Treasurer; Julie Oppeneer, Jean Malin, and Mauna Woodliff, State Parliamentarian.
STATE PROGRAM CHAIRMAN, YVONNE WENZEL reported she had awards and the State Library with her.
STATE PUBLIC RELATIONS CHAIRMAN, ANIDA ROSE reported:
a. read letter from Jackie Kern regretting she could not attend regional
b. expressed appreciation for girls work in P.R. this year
c. related experience with Jaycee-ettes in Moline, Illinois
d. spoke on Wisconsin Jaycettes and Project Concer, and read her "Last Will and Testament in Jaycettes."
MAUNA WOODLIFF, STATE VICE PRESIDENT, Northern Half, reported on Neillsville being chartered and recommended on regional being held in each half of the region each year.
SUE GROW, STATE VICE PRESIDENT, South Half, reported she has enjoyed being V.P. and thanked girls for cooperation and support. She also reported on Brainstorming Session and displayed chart based on President's Handbook. She recommended chapters work more on parliamentary procedure.
OLD BUSINESS
June Neuendorf, Beaver Dam, moved we start judging A-OK forms. Stevens Point seconded. Discussed. Motion carried. 44 yes, 6 no.
Sue Grow stated she would order SPOKE or Spark Plug charms for $1.00 for anyone interested.
NEW BUSINESS
Addition to policy sheet: Waupaca moved that refunds for regional meetings be left to the discretion of the hostess chapter. Seconded. Carried.
Lois Hagen, Beaver Dam, nominated June Neuendorf for State Vice President for the southern half of Region 5. Randolph seconded. June gave her campaign speech. Darlene Veldboom, Waupun, nominated Sylvia Hoeppner for the office of State V.P. for the southern half of Region 5. Seconded by Jan Teeselink, Waupun. Sylvia gave her campaign speech. Oshkosh moved to recess to allow the chapters to caucus. Marshfield seconded. Carried. The meeting was called back to order by Mauna Woodliff. Stevens Point nominated Carol Gulliver for State V.P. for the northern half of Region 5: Wautoma seconded. Wautoma moved to cast a unanimous ballot for Carol Gulliver for State Vice President for the northern half of Region 5. Seconded. Carried. Results of the first election were announced. June Neuendorf will be the State Vice President for the southern half of Region 5.
Mauna Woodliff stated that Marshfield had bid for the 1968 Fall Regional and Randolph had bid for the 1968 Spring Regional. Oshkosh moved we accept the two bids. Portage seconded. Carried.
Waupaca was presented the attendance award.
GOOD OF THE ORDER AND ANNOUNCEMENTS
Barb Hill thanked Waupun for hostessing regional. Anida Rose stated she had grant request information.
