There just aren't enough cells to go around at the state prisonat Waupun. As a result, hundreds of inmates have had to sleep in double deck bunks in the corridors (upper left) and in other makeshift quarters. Now the prisoners without cells are in two dormitories, where everyone has a cot. Gordon Smith, a guard, inspected the newest and largest dormitory.
