Charles Read, a professor at UW-Madison, is evaluating the effectiveness of the program. Prison inmates at Waupun Correctional Institution in Waupun, Wis., work in pairs at the phonemic chart during the second phase of IBM's Principle of the Alphabet Literacy System (PAL System). Inmates are introduced to letter/sound combinations, the building blocks in learning to read and write. Wisconsin installed the literacy program throughout its prison system in an effort to eradicate illiteracy among its inmates, 26 percent of whom read below the sixth-grade level.
