Formation of the Waupun Public Library.
The Waupun Public Library, organized mainly through the efforts of William Euen and Edwin Hillyer, contained just enough books for three shelves, when it was started in 1858 under state law. Each shelf, no longer than three feet, was stocked with books donated to the new association by interested townspeople.
At the first meeting of the/Association, Dr. H. L. Butterfield was chosen President; William Euen, collector; and Edwin Hillyer, clerk and librarian. Mr. Hillyer continued as clerk and librarian for 37 years,. furnishing room space and care, without compensation for many years. After the second year the annual fee for using the library was $2.00 per patron and money
collected was used to buy new books.
In 1890 the library was taken over by the city and became known as the Hillyer Public Library. At this time it was agreed that the city pay Mr. Hillyer or his wife $90 per year for the duration of their lives for their services to the library.
A library Association appointed by the City Council took over the management of the library in 1895, and in 1900, through the efforts of Mr. Hinkley, club women, and townspeople in general, it became the Waupun Public library.Acquisition
