Found in museum's collection in the cabinets in office downstairs. Philharmonic Music Club, Waupun, Wisconsin. CONSTITUTION ARTICLE I-NAME The name of this organization shall be the "Philharmonic Club of Waupun:" ARTICLE II-OBJECT The object of this club shall be: First-The improvement of its members in musical culture. Second-To advance the interests, and promote the culture of musical art in the City of Waupun. ARTICLE III-MEMBERSHIP Sec. 1. The membership of this Club shall not be limited, unless otherwise decided by the Club. Sec. 2. There shall be two classes of members. Active and Associate. Active members shall perform whatever part is assigned them and have full privileges of the Club. Associate members are entitled all privileges of the Club and are to take active part in promoting the welfare of the Club. Sec. 3. Annual fee for active members shall be One Dollar. Annual fee for associate members shall be Two Dollars. Sec. 4. Names offered for membership should be proposed in writing, and their election be decided by the Executive Board. Sec. 5. Five dissenting votes shall be sufficient to bar a new member from the Club. ARTICLE IV. Sec. 1. The officers shall consist of a President, two vice Presidents, Recording Secretary, Corresponding Secretary, Treasurer, Assistant Treasurer, Librarian and Historian, and shall be elected annually by ballot. Sec. 2. The president shall preside at all meetings and discharge such duties as pertain to her office. The President is a member officio of all committees. Sec. 3. In the absence of the President, the first or second ViaePresident shall preside. Sec. 4. The Recording Secretary shall keep the minutes of each meeting of the Club and of the Executive Board meetings, shall have charge of the Club Records, and keep a correct list of members, and shall prepare all ballots, and attend to all correspondence pertaining to her office. Sec. 5. The Corresponding Secretary shall conduct the correspondence of the Club in sending all courtesy letters, notify members and officers of their election, and committees of their appointment. Sec. 6. It shall be the duty of the Treasurer to receive all money belonging to the Club, and to pay ouch bills as are approved by the President and Secretary. Sec. 7. It shall be the duty of the Librarian to keep in a suitable book a catalog of the music belonging to the Club, to file a programw of each meeting, and to have general care of all musical literature of the Club. She shall make a report at the annual meeting of the condition of the property under her charge. Sec. 8. It shall be the duty of the Historian to keep a complete file of the Year Books of the Club and all press notices pertaining to the Club activities. ARTICLE V-MEETINGS Sec. 1. The meetings shall be held once a month from October to and including April, and shall begin promptly at 2:30 P. M. Sec. 2. The Annual Meeting will be held at the regular meetin in March. ARTICLE VI-EXECUTIVE BOARD Sec. 1. The Executive Board shall consist of the officers of th Club and chairmen of all standing committees. These committee shall be appointed by the newly elected officers immediately after the Annual Meeting and shall be as follows 1-Program 5 Ushers 2-Publicity 6-Revision 3-Hospitality 7-House 4-Membership 8-Nominating Sec. 2. The Executive Board shall transact the business of the Club at its regular meetings which will be held at the close of each Club program or at special meetings, which shall be called as they become necessary. This shall include the power to fill vacancies until next annual meeting. DUTIES OF STANDING COMMITTEES 1. The Program Committee shall arrange the program for the is year's work and superintend the printing of the Year Book. It shall point a leader for each meeting to attend to the carrying out of that meeting. 2. The Publicity Committee shall keep the community in touch with the Club through the local press. 3. The Hospitality Committee shall receive and introduce new embers and guests and entertain out-of-town talent when necessary. 4. The Membership Committee shall present the names of prospective members and shall interest the general public in the welfare the Club. 5. The ushers shall be ready to serve at all gatherings of the Club. 6. The Revision Committee shall make such changes in the Constittution and By-Laws as are deemed necessary and shall present such suggestions to the Club one month before action can be taken. 7. The House Committee shall find a suitable meeting place for each regular meeting of the Club. 8. The Nominating Committee shall nominate officers for the ensuing year and report at the meeting prior to the Annual Meeting. BY-LAWS ARTICLE I A written notice of any proposed amendment must be presented to the Club one month before action is taken.. ARTICLE II The Constitution and By-laws may be amended by a two-thirds (2/3) vote of the members present. ARTICLE III A Quorum shall consist of ten members of the Executive Board for the transaction of business. ARTICLE IV Any member who desires to withdraw from the Club shall send written resignation to the Secretary before the annual business meeting. ARTICLE V Roberts' Revised Manual of Parliamentary Law" shall govern all meetings when not in conflict with the Constitution and Code of By-Laws. ARTICLE VI No member of the Club shall take from the room any music or books except by consent of the Librarian, and in case of loss such member shall replace the same or pay full value. ARTICLE VII Members may bring a guest to the meeting on payment of tweny-five cents. Non-resident guests are welcome to all regular meetings the Club. Prospective members may attend one meeting of the Club before making application for membership. Belonged to Edith M. Scott and has her initials on the front of the Constitution and By-Laws. From 1949-1950.
