NAME The name of this organization shall be the "Philharmonic Musical Club of Waupun." ARTICLE II. OBJECT. The object of this Club shall be: First–"The improvement of its members in musical culture. Second–To advance the interest, and promote the culture of musical art in the City of Waupun. ARTICLE III. MEMBERSHIP. Sec. 1. The membership of the Club shall not be limited unless otherwise decided by the Club. Sec. 2. The members of the Club shall be divided into two classes–Active and Associate. Sec. 3. The annual membership fee for active members shall be One Dollar ($1). The annual membership fee for associate members shall be Two Dollars ($2). Sec. 4. Any active member absenting herself from the Club for three consecutive meetings without a good excuse shall be dropped from the Club. Sec. 5. New members shall be voted in by ballot. Sec. 6. Two dissenting votes shall be sufficient to bar a new member from the Club. ARTICLE IV. OFFICERS. Sec. 1. The officers shall consist of a President, Vice-President, Secretary and Treasurer, and Librarian, and shall be elected annually by ballot. Sec. 2. The President shall preside at all meetings and discharge such duties as pertain to her office. Sec. 3. In the absence of the President, the Vice-President shall preside, and in the absence of both officers that duty shall devolve upon the Secretary. Sec. 4. It shall be the duty of the Secretary to keep a record of the names of the members of the Club, to prepare a report of each meeting, and to attend to all necessary correspondence. Sec. 5. It shall be the duty of the Treasurer to receive all money belonging to the Club, and to pay only such bills as are approved by same. Sec. 6. It shall be the duty of the Librarian to keep in a suitable book a catalogue of the music belonging to the Club, and to have a general care of all the musical literature of the Club. She shall make a report at the annual meeting of the condition of the property under her charge. ARTICLE V. MEETINGS. Sec. 1. The meetings shall be held each alternate Monday, from the second Monday in September to the last Monday in May, and shall begin promptly at 2:30 P.M. and shall not continue longer than 4:30 P.M. Sec. 2. The meetings shall be held at the Philharmonic Club Rooms. Sec. 3. The annual meeting shall be held the first Monday in April. ARTICLE VI. EXECUTIVE BOARD. Sec. 1. The Executive Board shall consist of the officers of the Club and the chairmen of the the standing committees. Sec. 2. The Executive Board shall have charge of business, promote plans for the good of the Club, fill vacancies in office, and exercise a general supervision over the affairs of the Club. ARTICLE VII. STANDING COMMITTEES. PRESS COMMITTEE: This Committee shall supervise all press notices of the regular meetings. It shall notify the Club through the weekly papers of all lines of work and matters of general interest. PRINTING COMMITTEE: This Committee shall attend to the printing of tickets, stationary, and whatever printed matter is necessary for the use of the General Club. RECEPTION COMMITTEE: The Committee shall, with the officers of the Club, extend the customary courtesies to visiting strangers and guests of the Club. FLOWER COMMITTEE: This Committee shall provide flowers and plants for decoration for all concerts and social gatherings. SOCIAL COMMITTEE: This Committee shall have charge of the arrangements of all musical and social entertainments given by the Club and furnish suitable refreshments if any are to be served. HOUSE COMMITTEE: This Committee shall provide a suitable place for any entertainments that may be given. The chairman of each standing committee shall, at the annual meeting, make a full report of the work done by her committee during the year. BY-LAWS. ARTICLE I. DUTIES OF MEMBERS. Sec. 1. Every active member shall perform the part assigned her on the program, or provide a substitute. Failng to do so, she shall be fined twenty-five cents. Sec. 2. Any member coming in after roll call shall be fined five cents, and for absence from meeting ten cents, except when absent from the city or in case of illness. ARTICLE II. The Constitution and By-Laws may be amended by two-thirds (2/3) vote of the members present. ARTICLE III. Ten members shall constitute a quorum for the transaction of business. ARTICLE IV. A written notice of any proposed amendment must be presented to the Club two weeks before action is taken. ARTICLE V. Order of business for annual meeting: 1. Roll Call. 2. Payment of all fines and assessments not paid to date. 3. Reports of officers in order. 4. Miscellaneous Business. 5. Election of officers for ensuing year. ARTICLE VI. Order of business for regular meetings. 1. Roll Call. 2. Minutes of last meeting. 3. Report of Secretary as to letters and information received. 4. Miscellaneous business. 5. Rendering of program. 6. Adjournment. ARTICLE VII. "Robert's Manual of Parliamentary Law" shall govern all meetings when not in conflict with the Constitution and code of By-laws. ARTICLE VIII. No member of the Club shall take from the room any music or books except by consent of the Librarian, and in case of loss such member shall replace the same or pay its full value. ARTICLE IX. No resident visitor shall be allowed at regular meetings of the Club. Non-resident guests of members are welcome to all club meetings.
